John, Chuck photo

Dr. John is a senior scientist for the BioWatch program at the Center for Infectious Disease Research and Policy (CIDRAP). He has performed strategic planning, operations, and financial consulting for hospitals, health systems, and academic medical centers; financial due diligence and litigation-support consultative services; healthcare compliance–related diagnostic reviews/risk assessments and operations-improvement services for integrated healthcare delivery systems; and strategic development, consolidation, and reorganization of primary care physician practices.

Dr. John has academic training and teaching experience in health policy and administration and in emergency response and continuity planning. He has worked on the development of programs and curriculum related to homeland security, first-responder WMD terrorism, and public health preparedness and infrastructure.

Prior to joining CIDRAP, Dr. John was an emergency management analyst at Argonne National Laboratory, Chicago. His primary focus was public health emergency preparedness and management; emergency response planning, preparedness, and management for CBRN (chemical, biological, radiological, and nuclear) incidents; and computer process simulation and visualization to quantify and visualize emergency response to all hazards, with specific emphasis on CBRN incidents.
