Gayle Moxness, MBA
Gayle Moxness is the exercise program coordinator for the BioWatch program at CIDRAP. Prior to joining CIDRAP, Ms. Moxness was a senior planning analyst for 9 years in the Human Services & Public Health Department of Hennepin County, the most populous county in Minnesota. In this position she developed emergency response plans; designed, implemented, and evaluated exercises; developed and conducted training sessions, provided leadership on metrowide planning workgroups, and participated in several emergency response efforts. She has practical expertise in ICS (Incident Command System) principles as well as HSEEP (Homeland Security Exercise and Evaluation Planning) and has trained others in these areas as well.
Prior to working at Hennepin County, Ms. Moxness had more than 15 years of broad experience in the private sector in the capacity of new product planning, project management, cross-functional team leadership, strategic planning, communications, business analysis, and market research. For example, she managed TV report design at the Arbitron Company, and she developed comprehensive strategic reviews and marketing environment analyses at General Mills. In addition, she was associate director of marketing and communications for the School of Continuing Studies at Johns Hopkins University.
Ms. Moxness served a 6-year appointment on the Human Services Citizen Advisory Committee for Dakota County, including a 2-year post as vice chair. She has also taught English as a second language and mathematics as volunteer community service.
Ms. Moxness received her BA in mathematics, Spanish, and education from St. Olaf College in Northfield, Minn., and an MBA with marketing emphasis from the University of St. Thomas in St. Paul.
