Of nations surveyed, 60% have developed a national action plan and 33% are working on one.
The outbreak involves 2 districts in the country's "cattle corridor" and occurs as Rwanda is reporting the disease in animals and possibly people.
Several factors heighten the risk of spread, including flooding, people and animal movement, and connections to other countries.
Also, the FAO, WHO, and OIE agree to strengthen their collaboration on antimicrobial resistance.
New European avian flu detections include H5N6 in Sweden and Ireland, H5N8 in Italy, and low-path H5N3 in France.
In addition, Mexico reports two highly pathogenic H7N3 outbreaks in poultry.
The low-path H7 detection is the first in the US this year, and more tests will be done to characterize the H7N1 virus.
