Since the first of the year officials have tallied 87,000 suspected cases in 23 of the DRC's 26 provinces.
"Measles is an incredibly contagious and dangerous disease," HHS Secretary Azar says.
A large chunk of cases are from 2 big outbreaks in and around New York City.
In global developments, European officials warn of a growing gap in vaccine coverage, and the WHO certifies measles and rubella elimination in Bahrain, Oman, and Iran.
The agency is tracking 10 active outbreaks across the country, including one involving almost 500 cases in New York City.
International travel and low vaccination rates have combined to ignite outbreaks.
