Pandemic Influenza Planning Guide for CBOs

The Emergency Preparedness for Community Based Organizations (CBOs) Workgroup created a planning guide to facilitate preparedness activities for community-based organizations providing services to vulnerable populations. The planning guide's two sections focus on (1) developing a general emergency preparedness plan using an all-hazards approach and (2) planning specifically for pandemic influenza. Together these sections address important planning considerations in a concise way, providing a framework for CBOs to improve continuity and plan for unexpected events.

The guide includes basic education on pandemic influenza and some specific information on the novel H1N1 pandemic, continuity of operations (COOP) planning assumptions, roles and responsibilities of CBO staff, a guide to prioritizing services, a discussion on essential suppliers, and staff protection. A list of local contacts is provided in the first section to illustrate types of valuable partners, and this list would need to be revised by organizations outside of Hennepin County. By completing the templates in this section, which offers a clear and highly useable format to walk organizations through the process, CBOs may significantly advance their planning. One reviewer noted that the planning guide provides a road map for organizations to navigate disasters and emergencies, including an influenza pandemic.
