Standards and Guidelines for Healthcare Surge during Emergencies

The California Department of Public Health has outlined a process for dealing with the complex issues of clinical care surge capacity during a public health emergency. The tools could serve as an educational model for other states that are attempting to address this challenging topic. The materials include: 1) a standards and guidelines manual on existing statutory and regulatory requirements that will identify what can be flexed and waived under specific surge demands related to different emergencies; 2) operational tools (e.g., forms, checklists, templates) to facilitate adoption and implementation of the standards; and 3) a training curriculum. "Use case" methodology is being employed to identify challenges, barriers, and gaps in care for several different disaster scenarios and patient profiles.
